Director General Defence Estates, all IDES Officers and staff of Defence Estates Organization condole the demise of Shri K. C. Bhatti, Ex-Director, Western Command on 10.07.2015.

Condolence Messages

Mr. Karan Chand Bhatti who had successfully competed at the 1961 Civil Services Examination was allotted the Military Lands and Cantonments Service. He joined for training at the National Academy of Administration in July, 1962 because of the problems that arose with the India China conflict of October, 1962, departmental training of the ML & CS officers were curtailed and all the probationers were quickly given independent charge. He was the first officer inducted against a reserved vacancy. Mr. Bhatti started as CEO, Ahmed Nagar and rose up fast.

2.         He went out on deputation to the Ministry of Surface Transport for five years. He was also sent on a training course abroad.

3.         All the officers of the Cadre had desired a change from the nomenclature “Military Lands and Cantonments Service” to one “Indian _ _ _ _ Service” organized under the constitution of India. Mr. Bhatti processed the draft rules that created the Indian Defence Estates Service Rules, 1985.

4.         From the Directorate General, Mr. Bhatti moved to Western Command, as a Director, where he served till his superannuation. His dynamism and enthusiasm saw the construction of the “Community Centre” in Sadar Bazar, Delhi Cantt. and the Chitrakoot Guest House. He also paid special attention to beautification and better infrastructure in various Cantonments in Western Command.

5.         He superannuated in 1993. He remained integral to the activities of the Organisation, even after his retirement. Despite his age-related health problems he was a regular at the annual get-together of retired officers and their families. He is survived by a son, Mr. Gyan Deep Bhatti, Central Government Standing Counsel at Punjab and Haryana High Court, and a daughter Manju, a Joint Secretary (on deputation) at the UPSC.

6.         He passed away on 10th July, 2015 at his residence H. NO. 487, Sector-12, Panchkula, Haryana. The Service places on record the deep appreciation of Mr. Bhatti’s services for the Organisation’s fair name.

I am very sorry to learn the sad demise of Shri K C Bhati. I had worked under him when he was Director, Western Command. A good soul, quick decision maker and had made significant contributions to department. May God grant peace to departed soul.

Special thanks to Kumaran uncle and to the depatment for remembering my father even after 22 years of his ritirement. I am realy humbbled   

Its very sad to learn this. I had an opportunity to meet and interact with Sh K C Bhatti , in 2011, at Ambala, when he attended the Cultural Meet "Tarang". He spoke words of appreciation which motivated us all. May the departed soul rest in peace
